Project Information
Elipsis Engineering & Consulting, LLC (EEC) has experience providing services both as Prime and Subconsultant. EEC is counted on to provide uncomparable service in a technically competent, quality, effective and proactive manner and always follows through.
EEC has the privilege of being the Prime Consultant to the Florida Department of Transportation’s Fifth District, Florida Turnpike Authority, and Central Florida Expressway Authority for multiple contracts. EEC has also had the privilege to work on some of Central Florida’s largest history making projects that include Sunrail, Wekiva Parkway, and I-4 Ultimate, which are laying the foundation for continued growth in this area. EEC also had the privilege of working on the Central Florida Intermodal Logistics Center facility in Winter Haven, which serves as a centralized hub for transportation, logistics, and distribution serving Orlando, Tampa, and South Florida. This 318 acre intermodal terminal is surrounded by 930 acres and features five 3,000 foot loading tracks and two 10,000 foot arrival and departure tracks.
Central Florida Expressway Authority
S.R. 417 Orange / Seminole County Florida - $43 M Project No. 417-134
This project consisted of widening SR 417 from Econlockhatchee Trail north to Aloma Avenue, including a section within Florida’s Turnpike jurisdiction. The widening expanded the existing 4 general use lanes to 6 general use lanes. Widening included shoulders, median, main line and the SR 417 bridge over University Blvd. The work also consisted of adding a lane in each direction to the Open Road Tolling at the University Mainline Toll Plaza, realignment of the SR 417 southbound On-ramp from University Blvd and SR 417 northbound Off-Ramp to Aloma Ave. The project added one auxiliary lane NB and one SB between SR 50/Colonial Dr. and University Blvd. and University Blvd. to Aloma Ave. The project included milling and resurfacing, drainage, ponds, MSE walls, post and panel sound walls, cast in place barrier noise walls, highway lighting, truss, cantilever and ground mounted signs and structures, ITS improvements including DMS, TMS, and CCTV, and toll plaza modifications. EEC provided full service CEI services to include oversight and management of construction project, engineering inspection, materials testing, laboratory testing, and asphalt plant inspections services.
S.R. 528 Orange County Florida - $11 M Project No. 528-747
This project consisted of milling and resurfacing SR 528 from west of SR 417 to Innovation Way in Orange County. Asphalt operations involved milling and resurfacing SR 528 mainline, auxiliary toll lanes, and all ramps at the SR 528/SR 417 interchange (excluding SB 417 to WB SR 528) for cross slope correction. Contract documents provided proposed cross slopes and required the Contractor to obtain current cross slope information through LiDAR technology and coordinate a paving plan with the Engineer. Additional improvements included base repairs, ramp widenings, guardrail resets, ditch grading, performance turf, and PPRT striping. EEC provided full service CEI services on this project.
S.R. 528 / Innovation Way Interchange, Orange County Florida - $63 M Project No. 528-313
This project consisted of a new partial cloverleaf interchange between SR 528, an existing four-lane divided limited access facility, and Innovation Way, a new four and six-lane divided urban arterial. The interchange was constructed approximately 3,000-feet west of the existing SR 528 interchange with International Corporate Park (ICP) Boulevard and included modifications to the existing ICP interchange. The new interchange included 4 new bridges and one bridge widening. The work was comprised of driven piles, mass concrete, cast-in-place (CIP) decorative piers, post-tension straddle bents, FIB girders and MSE walls. The CFX work included earthwork, drainage system with ponds, subgrade and base, asphalt, box culverts, sidewalk and curbs, signalization, FON, ITS, DMS, Microwave Vehicle Detection System (MVDS), CCTV, TMS, roadway lighting, truss and cantilever sign structures, utility and relocations and toll plazas. Additionally, this contract included three (3) JPA projects. EEC provided full service CEI services on this project to include oversight and management of construction project, engineering inspection, materials testing, laboratory testing, and asphalt plant inspections services.
FDOT District 5 CEI 112
This contract was the direct result of the American Recovery Reinvestment Act of 2009 (ARRA). The projects under this contract required hybrid CEI (Construction Engineering Inspection) services. EEC’s team is responsible for providing CEI Inspection, CEI Support, CEI Geotechnical Services, Materials Lab Testing, Asphalt Plant Inspection and QA Inspection for LAP projects. The Scope of Work includes CEI and Geotechnical and Materials and Testing.

- SR 35 (Baseline Rd.) from South of CR 464 (Maricamp Rd.) to SR 40, Marion County
- SR 50 from Avalon Rd. to SR 429 (Western Beltway), Orange County
- SR 434 from SR 414 (Maitland Blvd.) to Lotus Landing Blvd, Seminole County
- US 27/SR 25 from north of Lake Louisa Road, to Cluster Oak Drive, Lake County
- Local Agency Program (LAP) QA Inspection & Compliance Monitoring, District Wide
I-4/SR 408 Interchange
Elipsis is proud to have been a part of the CEI team providing drilled shaft inspection services on the drilled shaft foundation construction for the future ramp B bridge at the I-4/SR 408 interchange project. This $2.3 million project consisted of the installation of drilled shafts with a depth of over 100 feet. This is one of the deepest drilled shaft installation projects in FDOT District 5 to date.
